You may have already tried this, but a tip is to use a smaller amount and blow-dry the product in with a round brush for the best effect. Worth trying

I use it as the first step after my cleanser, works great. Considering that it is quite thin, since it is a toner, I still think it does its job and moisturizes the skin.
